cbssportsline.com:

RHP Wade Miller (shoulder surgery), who threw 60 pitches in a Rookie League game in Arizona on May 27, was shut down last week after experiencing stiffness and soreness. Miller is recovering from shoulder surgery and could make a bullpen session sometime this week. Prospects of him returning in June seem dim.

Perhaps we just don't have the knowledge to bring someone back from shoulder surgery....
