Don't know much about Maryland, other than it sucks and produces horrible people. But NY essentially ignores Rutgers unless it makes it late into the season undefeated. This would have to be something where they are thinking longterm and getting promises out of Rutgers to rebrand itself or something. I guess having Michigan, Penn State, Ohio State, Nebraska and a couple other brand name schools show up to High Point Solutions Stadium (yeah, that's what it's called and I had to look it up just now, does any other conference school play in a similarly horribly named stadium?) could peak some more interest, but it's going to take a while. NY already does have a fairly strong presence from other big ten school alumni.
