It's not sexual harassment because he said she looks like crap -- it's sexual harassment because of the comments he made about the "way" she dresses, implying that it was too sexy for her age. He didn't just say "her clothes are not work appropriate" as you suggest. There is a double-standard, but that's in part because a lot of guys just don't care. If some female SVP in my company publicly announced that my pants were "way too tight," for example, (and they were appropriate for work), it could be construed as harassment.
