I've heard that as well. Payton wants to go somewhere he'll get regular playing time. That's why he had problems in Boston. He wasn't seeing the light of day trying to get time in an outfield that already included Manny Ramirez, Johnny Damon, and Trot Nixon. That's why moving him to Oakland doesn't make a whole lot of sense unless Oakland is planning on moving one of theirs. It's no ManRam, Damon, and Nixon OF, but they have Kotsay, Kielty, Byrnes, and Swisher already. Payton is not a significant upgrade over any of them and is likely to be just as disgruntled.
