It's based on when they passed rookie qualification. So even though Bay appeared in 2003, he didn't have more than 130 AB's. Therefore, 2004 was his "rookie" year of eligibility for the league. Rios was technically in the majors in 2003, but didn't even have a PA. I get that, but Bay and Rios each played full seasons in 2004, 2005, and 2006. Rule #2 reads like this: 2.) Players with less than three years experience will be points-exempt. Should it read like this? 2.) Players with three years experience or less will be points-exempt. Unless that's the case, I don't see how Bay and Rios are exempt.
