If Shannon's stopped serving him and offered him a cab, then they won't be found responsible, but if they continued serving him while he was visibly drunk, then they could be held accountable. The least likely to be found negligent is the driver of the disabled vehicle, unless that person had a way to move their car out of the travel lane and did not do so.
