It’s entirely possible the Cubs have $300,000 more in their 2018-19 bonus pool depending on if the Cubs cut Florencio Serrano or voided his contract:

 

Arizona Phil[/url]"]3. A club can carry-over up to $400K in ISBP space from one ISP to the next ISP if a contract or contracts signed by a player or players is/are voided after the conclusion of the ISP during which the contract or contracts was/were signed. The amount of ISBP space carried-over from the previous ISP must match the amount of ISBP space that was deducted from the club's ISBP after the player or players signed their contracts. If the amount of ISBP space deducted exceeded $400K, the amount of ISBP space in excess of $400K that is carried-over to the next ISP will be divided up into 29 equal amounts and added to the ISBP of the other 29 MLB clubs.

NOTE: A club's right to carry-over ISBP space from one ISP to the next ISP only applies to contracts that are voided as the result of the player failing his physical or being unable to obtain a visa to the U. S. or if an investigation by the MLB Commissioner determines the player falsified his age and/or identity prior to signing the contract. It does not apply to contracts voided by the MLB Commissioner as a result of a rules violation by the club.

 

I asked Arizona Phil in the comments but he wasn’t sure.

I'd rather have Serrano, tbh.

I know the full amount doesn't count towards the ISBA space, but I wonder if the team Serrano was purchased from in Mexico would have to give back the $900,000 to the Cubs if the contract was voided.

Here’s Eljaua’s scouting report on Gallardo, who’s listed at 6-foot-1, 187 pounds and ranked fifth on MLB.com’s international pipeline:

 

“We’ve seen his fastball up to 94. It sits 90-92, which is really good for a 16-year-old. It’s not just the stuff. It’s not just the velocity. He gets really good movement on his fastball, plus movement. A lot of swing and misses on all three pitches. The curveball is a swing-and-miss curveball. The changeup is a plus pitch.

 

“We feel he’s a leader. He’s a really good athlete. He’s a strong kid. He’s physical. We think he’s going to be a durable guy who’s going to be able to sustain the innings [with] the feel for his stuff and mound presence. For a 16-year-old kid, he’s very polished.

Gallardo seems like the kind of IFA that will skip the DSL next year, possibly throwing consistently hard.

 

Yeah, I expect him to. I can even envision a path to him starting in Eugene next season if he’s as advanced as everyone says.

Social media exploded with speculation that the $1 million in international pool money the Mets acquired from Oakland in the trade for Jeurys Familia would be used to sign Victor Victor when he becomes eligible to sign. The truth is, of the seven teams with the most pool money still available, the Mets rank seventh with approximately $1.3 million remaining.

 

The teams with more money than the Mets are the Orioles -- who have traditionally stayed out of the Latin American prospect market -- with their full $5.5 million allotment remaining. The Marlins are next with $4.1 million, followed by the Cubs at $3.05 million, the Dodgers at $2.7 million, the Rays at $1.96 million and the Mariners at $1.5 million.

 

Which is interesting, because the reported signings thus far are:

 

José Lopez - $1.5 million

Richard Gallardo - $1 million

Joel Machado - $850,000

Rafael Morel - $850,000

Yohendrick Pinango - $400,000

 

That totals $4.6 million, Jesse Sanchez only has a total ~$1.93 million in signings based on his $3.05 million total.

yeah, if those bonuses are accurate, don't the Cubs have $383,500 left? How could there be such a wide gulf between that number and Sanchez's?

I think you can roll money over now. Not 100% sure, but I think so. Even still, I can't get to 3.05 based on what we evidently spent last year.

Seems like a big flaw in the penalties then. Just keep the funds in years you can't spend more than $300k on individual free agents and roll it over to years you can.

isn't the bonus pool a hard cap now, though? so there would be no penalty box going forward and this would only apply to pools from last year and this year while we ride out the teams that were grandfathered into the penalty?

Its a hard cap, but you can still trade for up to 75% over your pool too. That number drops next year, to either 50 or 60%. This is the last year any teams are in the penalty box. So yeah, if you CAN roll it over, there's nothing stopping a team currently in the penalty box from using 2 years together and trying to get Mesa to wait until 2019 to sign.

Oh well, neither Lopez or Morel are official. So, we've got 700k actually.

 

I was going to mention this. Several of the signings aren't official yet because the prospect hasn't turned 16.

I'd trust her. She breaks little outside of minor league promotions. But she's reliable for sure.

 

As an aside, I wonder what it'd take for us to add and steal Gaston from the Marlins? He got flagged for PED's and they backed out of a 3 mill agreement with him.

Sounds like this is a Soler situation, where he's agreed before he's eligible and they have to go thru the process.
