'the bag' is to be interpreted as 'reasonably close to the base and runner' or 'not halfway between first and second', and not literally 'touching the base'.

 

Hmm, I was always under the assumption you had to have a foot on the bag or at least be headed towards it. You know way more about the rulebook than I do though.

 

Like JD just mentioned, the rulebook has a lot of specificity about throwing to 'unoccupied bases', but that does not and should not apply here.

 

Put another way, if you want to be that strict definitionally, if a runner goes on first movement and the first baseman steps towards the throw and second, that would be a balk. It's equally silly since the spirit of the rule(you can't just throw wherever when on the mound) is still being met.
