Is it more that it's harder to get that development in a year or two later, or is it that the guys talented enough to become good generally don't miss that development time because they play baseball all the time (because they're really good at it) and don't get in to the game later or take time off for whatever reason?

Well, there's being hurt that can cause missed development time, too. For one reason or another, guys who are good hitters generally have that manifest in game performance at an early age.

 

For pitchers, a guy either has arm strength or he doesn't - and it almost always starts to decline once they have filled out. But pitchers can suddenly improve command, sharpen breaking balls, learn new pitchers, change their mix, etc. and show dramatic improvement much later in their development than is typically possible for hitters.

For an all-offense prospect, he needs to be stronger than that to have value.

That's tough. I'd like to think my douche game could hang in the pros, but you can't underestimate the douchiness of professional athletes.
