A person familiar with the proposal tells The Associated Press that Major League Baseball is considering a 7-day disabled list for players with concussions.

The new DL could be instituted as soon as next season, the person told the AP, speaking on condition of anonymity because the proposal is in the preliminary stages.

I'm not sure what the point is. Why is the 15 day DL insufficient?

How often do players get concussions?

Fewer, but the force is more significant, since they usually are the result of a ball to the head.

Googling concussions and MLB turns up quite a few examples over the past few years.

In general, a 7-Day DL seems like a win/win. What's the downside for any party?

I think there were a couple relatively high profile ones the past two years. Some guy came back and was really bad. And everybody is up in arms about concussions right now.

Teams like the Yankees able to stash their 6th and 7th starters on the DL in between starts.

Wouldn't that apply to everyone?

Why have a limit on the days that someone has to be on the DL at all if you believe this?

Yes, but a team like the Yankees with excess payroll and a tendancy to hold onto older stars since they can afford it when they decline can pay guys like David Cone to start every 6th or 7th game. It's more of an advantage for rich teams who can afford more players on the payroll than a team like Pittsburgh who probably wouldn't want to pay more people than is necessary.

Is there a history of 7-day DL abuse in the minors?

Since the incentive to win games isn't nearly as high and you really just want to get guys work in, I don't think abuse of that system matters, even if it does happen.

Because if you don't have a limit then you don't really have a roster size limit either.

If there's going to be an abuse of this I think it might most likely be as a way to bring up a fresh reliever to help an overworked bullpen. Teams might be more likely to replace a reliever if they only have to miss 7 days, rather than being sent down for a minimum of 10 days (which is only possible for a player with options) or being placed on the DL for 15 days. I'm for it because a team doesn't have to either go without a player for 15 days or be a man short if the player has a minor injury that would require him to miss around a week. I'd advocate it for any injury, not just restricted to concussions. If there's concern for abuse there could be restrictions set (such as a maximum number of 7-day DL moves per team in a month or a maximum number of times in a season that a single player could be placed on the 7-day DL).

then you have to define "position player". its not fair to make a rule only apply to half the mlb players. theyre all baseball players who can play every position if need be.

It's not that hard to define position players.
