From a linguistic standpoint Tampa Bay Rays sounds terrible. I'm going to refer to them as the Tampa Brays until they change it again.

Yes. I don't understand that city's desire to call themselves after the body of water that is next to them, rather than just the actual name of the city.

Because they are trying to include St Pete.

kinda the same way for the texas rangers. they dont play in dallas. they dont play in fort worth..they play in arlington but they want to attract all of the DFW area, so theyre called the texas rangers.
