I'm guessing he looked good last August while rehabbing back from TJS.

I must be missing something: why was it necessary to add him to the 40-man? Did they risk losing him in the rule 5 draft if they didn't? And how great was that risk?

He was eligible for the rule 5 draft. Actually, this would have been the second time he would be eligible but last year, he was taken off the 40-man after he got Tommy John surgery. I guess the Cubs felt the risk was pretty good and he has recovered well from TJS.

They'd risk losing him to Rule 5, and I'm guessing as part of Harben's agreement to re-sign with the team he had to be added to the 40 man.(He was a minor league fa right?)
