In games not winnable by the starter, but they had the lead when he left the win goes to the pitcher that the official scorer felt was the most effective.

De La Rosa was the pitcher when the Royals took the lead which they never relinquished in the 3rd inning, but De La Rosa does not qualify for a win since, as the starter, he did not go 5 innings. The scorer apparently decided, using his discretion, that Duckworth did not pitch effectively enough to be awarded the win. He therefore selected the next pitcher, Greinke. Not exactly random, but not intuitive either.

I'd say he was effective: 6 outs recorded, 5 by strikeouts.

That's interesting. I knew about the starter having to go 5 innings to get the win but I didn't know they decided it in that fashion.
It is the official scorer's discretion because nobody qualifies for the win based on normal rules. The starter doesn't earn the win because he failed to go five innings and none of the relievers automatically qualify for the win because none of them were in the game when the team took the lead.

Yes, but the scorer seems to always just give it to the next pitcher after the starter in those cases.

I'm not sure if the rule changed or not, but this is what the official rulebook states as Rule 10.17 (b). The gist of the rule is that the winning pitcher is always the pitcher who was pitching when their winning team took the last lead of the game EXCEPT when that pitcher:

 

is a starting pitcher who has not completed

(1) five innings of a game that lasts six or more innings on defense, or

(2) four innings of a game that lasts five innings on defense, then the official scorer shall credit as the winning pitcher the relief pitcher, if there is only one relief pitcher, or the relief pitcher who, in the official scorer’s judgment was the most effective, if there is more than one relief pitcher.

 

From the bolded part, a relief pitcher will get the win in this case.
