The problem isn't that Selig won't do anything. The problem is that he can't. Steroid weren't illegal when Bonds started using. So even with all the evidence that he used, all Bonds has to say is that steroids weren't illegal in baseball when he took them and he's safe. But that doesn't mean he didn't use them. Selig realizes that he would have one hell of a mess on his hands if he goes after Bonds and tries to kick him out of the game. As much as it would tarnish Bonds reputation, it would tarnish Selig's a whole hell of a lot more because it was his complacency and greed that allowed these players to roid up for as long as they did. Selig would be screwed if he ever tried to do something.
