I don't see why the two things have to be mutually exclusive. I don't see how they have anything to do with each other whatsoever. Hendry stayed on apparently to help get the draft picks signed. As a result, he admitted he didn't want to make any big trades at the deadline, instead leaving it for the next guy. So they are exclusive in that keeping Hendry allowed us to get the draft picks signed, but also forced us to stand pat at the deadline besides Fukudome. But for that connection to fly you have to assume a couple of things: 1) Randy Bush wouldn't have succeeded in getting some of the harder picks to sign, meaning Hendry was needed. 2) Another GM would have traded guys like Pena, instead of not making moves like Hendry. I dont see why he couldn't have multi tasked. It's been clear since well before the trade deadline that The Cubs werent going anywhere, so there was plenty of time to try and move some guys. I think you are misunderstanding. Hendry had a quote today that said part of the reason he didn't make any moves at the deadline is because he didn't think it was fair to the next guy to make those moves at the deadline so he left the roster mostly intact.
