If that's what you want to believe then go ahead. But teams don't put in a lot of money into the draft for nothing. And the draft is still a crapshoot. There been great picks early (Arod/Chipper, etc, etc) and great picks late (Piazza). There been plenty of "highly thought of players" draft high, who busted. So just because they were "once highly thought of" doesn't mean anything. With that said, guys like Luis Gonzalez (4th rd/88 draft), Steve Finley (11th rd/86 draft), Edgar Martinez, all developed late in their careers. So as much moaning and groaning we can have over players like Ryan Ludwick having, in essence, a career yr, it could also means he might finally be putting it together. Personally, I'm hoping it's a career yr, and he struggles---like his teammates---without Pujols. Ofcourse it's a crapshoot. But that doesn't change my point that these players were highly thought of, and not just coming out of nowhere. Ludwick was highly thought of, disappeared for 5 or 6 years, and now is very much coming out of nowhere. You don't suddenly have the light click on at 29. I agree with you for the most part. However, in Ludwick's case, he's lost several seasons to injury and has effectively played 2-3 seasons less worht of games than most his age. Still very odd and would only happen to the Cards, but not completely unexplainable.
