He throws a ton of cutters(54% in 2013!), which is why the unimpressive velocity is intentional/not terribly concerning.

I don't know who Robert Garcia is, but he's a 21 year old AZLer who's tearing through these high schoolers like..ok, that won't end well. My point is that he's bit old for AZL, but damn. .403/.457/.567. Steals some bases too. Doesn't walk much.
