that's one of the most consistently high walk rates I've ever seen from a minor league player.

He was on the Bay Bears while I worked there. He was a decent reliever prospect back then. Live fastball, IIRC, but shortly thereafter I think he had TJS or some sort of arm injury then sort of fizzled out.
