That quote just says he'll take his spot on the roster, not necessarily the rotation.

 

There's a secondary link in that post that talks about where he'll be used in KC.

 

Now, we’ll finally get to see him in action. Jesse Sanchez reports that he hears Rivero is set to make his professional debut this week at Kane County. Although he’s expected by most to be a reliever long-term, he’ll likely begin as a starter, even if just to make sure he gets his innings in.

Brett's story on Rivero linked in your link just said he'll "likely" be in the rotation. Arizona Phil's reports had him throwing only 1 inning outings but extended spring training ended a few weeks ago so Rivero could have gotten stretched out since then. The other option is returning Felix Pena to the rotation (or Lendy Castillo, I guess).

Excellent, however I don't like our SP prospects who are worth anything being in Daytona and having their schedules regularly fucked with due to the rain outs/delays.
