It was during a stoppage though...I think it is if you do it during the actual play.

 

When florida made the SCFs in 95? They threw rubber rats on the ice on goals...it was very disruptive. Anyway, afterwards they did make a new rule that disallowed that sort of thing. I think Hats on hattricks and octopi got grandfathered though....as long as they are not thrown out there in completely innappropriate times.
