I'm honestly trying to figure out who benefits from this. I know Selig's been pushing really hard for this, which indicates there's some support for regulation by the owners. But, which ones? Large market teams aren't going to like this. Small market teams seem like they would favor some limits, but as was discussed earlier, the Pirates, Royals and Rays have been among the biggest draft spenders (and the most will to go well overslot). This really seems to only level the playing field for bad (stupid) owners of small market teams. So, Jeff Loria and...? This is not good for baseball. Why aren't we working on refining our practices in international scouting instead? We're talking human rights violations at worst and questionable ethics at best.
