I know a lot of people want to slot Montgomery into the bullpen given the lack of lefties but I really would like to see Montgomery start so we know what he can bring in 2018. If Montgomery has an important spot in the 2018 rotation, I really don't want to push him to 175+ IP coming off a full season in the bullpen. He'd still be able to pitch in the 2017 playoff bullpen.
I really don't think Cease is ready for high-A but you really don't want his surgically repaired arm pitching in April in the MWL. Obviously Arizona Phil sees and hears more but I'd flip Hatch and Cease. SB always does piggybacks to start the season and even went to a 6-man rotation last year, so I expect we'll probably see a few additional names to start the season.
Teams expected the penalties to extend into the new CBA (whether the bonus caps remained or a draft was instated) but you're right, some teams might have changed their plans if they knew they'd be restricted from Otani. So yeah, it's incredibly frustrating (and quite frankly, it's very unfair financially to Shohei).
Don't think we are close..... CJ, Heyward, Javy, Russell, Jay, Montero, Contreras, Strop, Rondon, Almora. That's 40% of the roster that's not white. Arrieta is half Puerto Rican (I think), does that count? He's 1/4 Puerto Rican.
Is that how the contract works? Lump sum? It was a signing bonus of ~$31 million plus ~$31 million penalty, all paid when Moncada signed. You no longer can make Cespedes or Soler-like signings for international prospects who fall under the international signing restrictions.

Injury concerns? Acquisition cost concerns? Or both? Also, going after Duffy, Davis, and Cain is savvy. I'd suspect it'd probably cost a lot, but I like that idea. For me, both. Especially when Jansen is out there in free agency.
