I don't think anybody would want Rusch, but we can always pray that some GM values him as much as Hendry does. The one thing you could consider is that if Jim wanted to get rid of Glendon, he could force another team to take Rusch in part of a package for players they might actually want. The problem with that is that Jim would have to realize that Glendon is bad. That may be, but I'd think the additional year on his contract will make him even more difficult to trade (see: Perez, Neifi). That's one thing I think a lot of people are over looking when they advocate trading Neifi and/or Rusch. Even if someone thought they could use them to maybe make a playoff push, they still aren't going to want to pay either one of them $2.5 million next year. My guess is, as you said, the only way Rusch would be moved was if he was packaged with someone else. Unfortunately, Hendry is likely one of the only GMs around who actually thinks that Rusch has value.
