Yeah, I don't think the Rockies will have any problem paying Tulo. They draw a very respectable crowd most of the year, and pack the place in if they're still in contention in Aug and Sep. They've got Helton's money coming off the books after this year (Holy carp, I didn't realize he's making 19M this season!) and if they resign him it'll be a whole lot less. Plus they've got lots of very solid pieces in guys like Stewart, Smith, Fowler, Ubaldo, and Cargo (though he'll get his payday too), who should produce at an above average level for relatively inexpensive in the near future. As for the injury concerns, I think you can write off this year as a fluke. Missed 6 weeks when a HBP broke his wrist, then he comes back and hits 15 homers in the final month. Tulo is the Rockies franchise player looking forward and fans absolutely love him in Denver. For a stellar fielding shortstop who can put up MVP type offensive numbers AND just turned 26 AND exemplifies all the intangibles like "leadership" and "grittiness", I think it's a fair deal. I'd probably take him over just about anyone else making the same amount.
