Say what you want about Wisconsin, but they continue to win games. They may end up 11-1 this season, so they're certainly doing something right. AT the very least, they're the best team in the Big Ten not named OSU and Michigan. Heck, I bet if they replayed the Michigan game today the outcome would be much different, as this Badger team now is much improved offensively. I don't think Wisconsin is that good. The only ranked team they've played this year is Michigan and, I know it's not their fault, but they don't play OSU this year. Their out of conference schedule is a doozy: Bowling Green, Western Illinois, San Diego State, and Buffalo. Not arguing that their non-conference schedule is weak, it certainly is. Unfortunately that was an Alvarez methodology that will soon change. But outside that, their Big Ten schedule is something they don't have any control over. You can't say Wisconsin is not that good, because there is nothing to base that off of, they haven't played the teams as you mentioned. Rather, you can certainly say they're unproven because they haven't been tested much this year. Hopefully they'll get a good test in the Capital One bowl.
