I think the late-blooming thing is a big part of it, but writ large this is probably the biggest factor. From college football I've learned that in so many words, athletic departments consider it almost a failure if games fully sell out because that means they didn't charge enough for tickets. That dynamic is surely in play with MLB franchises too.
I'm not as optimistic as you, it's more likely teams didn't value the 3 or 4 starts they might get from him over the PR hit they would take for claiming him. But a win's a win, I guess.

Are we so close to the tax that a month of any of these guys would make the difference? Seems like this would fall under the "trade deadline fund" Jed supposedly always has, and the Cubs didn't do much in the way of money at the deadline.
Someone pointed out in the other thread though that the AL teams get first crack so it seems hard to believe the Cubs will get the people they want.
