If Hendry is really up against a 100% firm budget limit, Wood accepting an arb offer may consume all or most of the remaining money he has to address what he and Lou consider higher priority issues. He may be unwilling to take that risk, in which case he could decline to offer. In such a scenario, he should be fired immediately.
