Both.  The talent level wasn't great enough to overcome the underperformance and injuries they've had.  I'm not sure there's a way to anticipate either/both happening to the level they have, but when you assemble a team that is designed to win 87 games with a 50th percentile performance across the board and you get a 20th percentile performance from a bunch of guys combined with losing 5 of the top 10 starting pitchers on the depth chart for a significant portion of the season, it's going to cause major problems.
