Cubs draft position

What will happen first, cubs pick in the top 10 in a draft or cubs pick bottom 10? This garbage organization is picking 14 this year, there are only 9 teams with a worse record this season. Could they move back into the top ten in 2025 draft? My guess is they’ll settle into the 15-18 range until they find a way to purge this core.
