I didn't realize this was happening. It doesn't mention if it will be installed everywhere, or just in a select few places.

Looks like they've expanded upon it. There was an article earlier last year about it, but it didn't look anything like that.

If this thing is as close as it seems to be readily available as it seems it could really be an exciting change for the game, maybe a more sobering one for some players who have a big reputation for defense who might actually be more average than people are lead to believe.

Yeah, I think many feel like if it could be quantified, there would many "myths" of great defensive players that would be effectively busted.
