The Orioles would be stupid to burn a year of free agency on Weiters by starting him in the bigs this year. It is quite obvious that they will not have any chance of making the playoffs this year.

No, they won't next year either. But, by keeping him in the minors for the first month of the season, they delay his free agency by one year. One month of bad ticket sales is better than a whole season of bad ticket sales.

Just like the Cubs did with Kerry Wood in 1998 (among many, many other instances). I remember at the time that one AL manager conceded the World Series to the Cubs before the season began (obviously tongue-in-cheeck). He said that if the Cubs had five starters better than Wood was at the time there was no way anybody could beat them out.
