He's making $5.65M I believe, but is arbitration eligible. Is this correct? If so - how does an arbitor determine salary for someone who's been hurt/bad year? Does the salary decrease?

 

I had heard that the players union negotiated for arb eligible players that salaries can either remain the same or increase, but not decrease.

 

At this point, what is he set to make next year?

Contracts that go through arbitration can only decrease a certain amount from the previous year's level. I think you can only reduce a salary to 80% of it's previous amount, but I'm not 100% sure on that.

 

I'd imagine Cobs would offer arbitration in good faith, as long as they thought he could recapture his form.

I believe he would be eligible again, since before last year he excercised his right to void the remainder of his contract and go to arbitration (it didn't actually go to a hearing; the Cubs have always avoided hearings by reaching agreement before then). Both sides submit a figure, and the arbitrator chooses whichever figure he thinks is fairer. The arbitrator must choose one of the submitted figures; he cannot come up with a middle ground. That would have to be agreed on by both parties before a hearing.

The awful Mark Prior will be eligible for arbitration after this season and after the 2007 season. He will be eligible for free agency after the 2008 season.
