so Zep's "Kashmir" and "Stairway to Heaven" don't rock?

Most of "Stairway" does not rock;

True, but it is still considered to be a Classic Rock song. I happen to think it is very overrated.

"Kashmir" is hardly slow, moody guitar

Kashmir has a slower tempo than While My Guitar, and I would consider it to be a very brooding and dark song.

I'm gonna have to go ahead and sort of disagree with you there...

Well, it does. A quick look at my guitar tab books shows that "While My Guitar Gently Weeps" has a tempo of 114 and "Kashmir" is at 80. But that should be evident just by the naked ear.

(how you don't consider that a Rock song, I dunno. were you possibly thinking of the acoustic version that is on the Beatles Anthology CD?)

Nope, I have the "normal" version on my computer.

I just find that strange because I played piano for 12 years, and WMGGW sounds slower to me than Kashmir. Maybe the songs have a different meter?

Kashmir at "moderately = 80" and WMGGW at "moderately = 114". Both are in 4/4 time, except that the bridge in Kashmir is 3/4. I mean, 80 to 114 isn't that big of a difference and if i clap out the beginnings of both songs, WMG is only slightly faster than Kashmir, so that's about right.
