Miller is a starter. If you throw out last year when he wasn't recovered from his shoulder injury, he has the following ERA+:

 

2004- 129

2003- 107

2002- 130

2001- 134

 

In 2001-2003, he averaged over 30 starts a season. If he's healthy enough to pitch, he's a starter.

 

He's better than Maddux and Williams/Rusch/Hill.
