Totally irrational on my part but, currently, its seems as if every team in baseball except, of course, the Cubs, is able to find and develop these hard tossing relievers. If every other team manages to do so it can't be all that difficult. I think it's both. The Cubs failed at pitching development for several years, and thankfully there's some signs that they've turned things around in that regard. That said, Dustin May was pick #101 and got 2x his draft pool to sign, so getting those guys is rarely as simple as digging around in the metaphorical trash. Or if you are, you get guys the Cubs have surfaced, like Norwood for example.
