So yeah, ummm.... Wasn't PI because of the pass tip, but he's holding the receiver the whole play which is a penalty... But. We can't comprehend the concept of going from PI to defensive holding, so the Cowboys still have a chance in the game. Definitely a hole in the rules. Shouldn't be either/or. It goes from PI to defensive holding, first & goal.
