Flights are overbooked on purpose because not everybody that books a flight actually takes the flight. Either plans change, weather, delayed connections or some other thing will keep a certain percentage of every flight from actually putting every booked customer on board. The volunteer program is designed so that airlines can correct when they've over estimated how much space will actually be available. Two extra problems here is A) United has always had garbage customer service and the worst employee relations, and B) it was actually an outsourced flight being flown by another company under the United umbrella.

I have only loosely followed this, and United made some really stupid decisions that I am in no way defending. They should have put their employees on another plane (or, hell, even a car) or offered more money until someone actually agreed to volunteer. That said, that is really bizarre behavior. Like actually getting to the point that he had to be forcibly removed and dragged off was really really weird. Who does that? People get weird on airplanes.

Because this is what crisis P.R. firms do in a crisis. They find all the dirt they can on the other guy and feed it to the media to report on. Just like the dumb gate agents and cops, they can claim they were just "doing their job".
