I'm guessing that they're just talking about with the help of the scoreboard/PA announcer, etc. I don't see how they can really stop you from proposing. I have seen multiple proposals at Kauffman that included Sluggerrr and the video board. Also, I have seen the package where you can buy the two tickets and everything.
