That's extremely questionable at best and outright nonsense at worst. 'Witch hunt' implies a pattern, and while Wittenmyer loves trying to call out ownership I wouldn't use that term, but that article was pretty much garbage. I disagree; most people here are probably dealing with firsthand (or have at least witnessed) how cuts like that have impacted workforces. Yes, saying that Tarpgate happened specifically because of it is stretching, but most of the article is about the bigger issue of how the staff has been impacted all season long by these changes, and yes, it likely is impacted how the place is maintained.
