Basing the quality of the decision making solely on outcomes defeats the purpose of evaluating decision making. 1 man invests $100 in treasuries. 1 man invests $100 in lottery tickets. The first man's decision making is likely better irrespective of whether the second man wins the lottery. i'd definitely classify "hoping for a Ross hit in the 6th inning" under 'lottery betting'
