Sure, they haven't developed anyone, nor have they done much to secure the position with a premium talent. Cutler sits alone at the top of the standings of most Bears passing yards by 9000 yards. Prior to Cutler, 14,686 yards was the most by a Bears QB EVER! And that was from a time when passing was practically a second thought.
