Steroid testing the reason for HRs dip?
An average of 2.06 homers per game were hit through Monday, according to the Elias Sports Bureau, down 8 1/2 percent from last season's final average of 2.25. The figure hasn't been so low since it dipped to 2.05 in 1997.

It goes in cycles. Not every decrease in power is a direct result of no steriods. In a few years when it swings up again, it won't be because everyone is on steroids again, either.

it's pretty hard to proove steroids are responsible for the dip in HR rate b/c there are so many other factors involved in determining HR rate. i don't think you could successfully separate the variables that contribute to HR rate, statistically speaking. the dip may very well be related to steroids, but we won't know for sure.
