Why did Ross take out Sampson with one out in the 4th?

The Sean Newcomb experiment was a worthwhile one, but it's time to cut bait. Assuming he's allowed in the country, Brendon Little should meet the team in Toronto. I already assume Adbert will replace Farrell, and hopefully Estrada gets the extra bullpen spot on Thursday.

Not that wins and losses matter right now but seems like he punted on one game to have a marginally better shot at another game. Who is all that compelling that the Cubs would want to use this weird exemption to call up? Kilian pitched today (and got shelled). Based on his tweeting history it doesn't sound like Wesneski will be able to go to Toronto (unless he's against vaccinations but ended up getting it for baseball reasons).

Maybe he did it to play games with the 40-man? Seems like they won't have to put Little or Estrada on yet
