Catcher is allowed to block plate if the throw takes him there. Stupid rule all around

The rule is basically useless in its current form. As long as he is not blocking the plate before the throw, he can move in front of the plate to catch the throw, even when it's not necessary to catch the throw. It's almost exactly the same (unintended) consequence of the neighborhood rule. Make the rule for safety but players flaunt it to make outs instead of allowing players to be safer as a result.
