If a player has even 1 appearance in MLB, on the mound or at the plate, then he is eligible to be drafted in the MLB draft and eligible to be signed as a FA. If that player is currently in the minors or has never previously exceeded the minor league cap, then you can immediately put them in your minors.

 

Exception is for players who were drafted in the immediately prior year's June draft. So if someone was drafted in June 2014 and made it to the majors last year, you have to draft them in the prospect draft or add them after the prospect draft, if no one picks them.
