Teams are more likely to base what they can spend on what they made this year rather than what they might hope to make next year.

So if a team has a bad year financially this year, they are likely to spend a lot of money in the offseason?

You insinuated that their future decisions will depend solely on past business environment instead of forecasted expectations for the future business environment.

 

Sure, if somebody takes a bath they are going to be less likely to invest more in their company, but at the same time, if they weather the storm after being conservative for a couple years and see an opportunity to improve, they will invest.
