Found this in the Notes on Cubs.com

 

Major League Baseball denied the protest filed by the Cincinnati Reds over Piniella's double switch on Monday.

What happened in the double switch?

 

Lou stepped over the foul line and was walking towards the mound than stopped and went to the ump to tell him about the double switch. Apparently you are suppose to go straight to the ump before going into the field of play/towards the mound.

Actually, the umpires manual says if it is the first visit to the mound, the only thing a manager has to do is notify the ump of the double switch BEFORE he calls in a reliever. Lou did nothing wrong. You are allowed to talk to the pitcher before you tell the ump about the double switch.
