Should get a good pick at 13.

 

Only the Dodgers, Rangers, and Orioles are big spenders ahead of the Cubs. Gives the Cubs a great shot to pick a player who would have gone sooner but for financial considerations.

Due to free agent signings, the Cubs don't have second, third or fourth round picks. This should allow the Cubs to take the money that would normally go to those players and go after the bext available regardless of signability concerns.
