When a player is on the 25 man roster during the season, he accrues service time. Until a player reaches 3 years of service time, the team can basically set the player's salary for him. That's why young guys all make around 300k during these years, some make more to help foster goodwill for when they hit arbitration and free agency. After a player reaches 3 years of service time, they are eligible for arbitration until they reach 6 years of service time. When this happens, if the player and team can't come to an agreement, then the two teams swap figures on what they think the player should get. If they can't come to an agreement still, then it goes before an arbitrator, who picks one figure or the other to be the player's salary. After a player reaches 6 years of service time, they are a free agent. There are a couple other things involved in the process(Super 2's for example), but that's the basic concept.
