If he declines, you get an extra draft pick to replace the ones foolishly given up for relievers. Plus, we really wouldn't be on the hook for $8M. To keep the math simple, let's say the arbitrator granted a pay raise to $9M, or $1.5M per month. The Cubs would have to keep him until 6/15, so they'd be on the hook for $3.75M of the $9M. At which point, if they've used him little enough for him to stay healthy, he could be traded for whatever is required at the time.
